The National Oceanic and Atmospheric Administration announced on June 8, 2023, that El NiƱo conditions had developed in the tropical Pacific. NOAA said the climate pattern forms when sea surface temperatures in the central and eastern equatorial Pacific run above average, and it can influence weather for months at a time.

NOAA stated in its June outlook that there was a 56% chance of a strong El NiƱo developing by winter 2023-24. The agency also said the pattern often increases the odds of wetter conditions across the southern United States and can shift storm tracks during cooler months.

The World Meteorological Organization also said in 2023 that El NiƱo raises the likelihood of new global temperature records. That matters because global heat can affect power demand, wildfire risk, and transportation conditions in multiple countries during the same year.

In the United States, NOAA has said El NiƱo can bring different outcomes by region, with the South often seeing wetter winter conditions and some northern states seeing milder temperatures. Outside the U.S., El NiƱo is linked to drier conditions in parts of Australia, Indonesia, and southern Asia, while parts of South America can turn wetter, according to NOAA and the World Meteorological Organization. Those shifts matter because crop output, river levels, and wildfire conditions can change across several continents in a single season.

What is not yet known in any given year is the exact strength, timing, and local reach of each effect. Forecast centers release regular updates, but they do not publish one fixed list of impacts for every state, city, or country months ahead of time.
